Starting "The Lost Shipment" Quest

Find Brannof Hall's Dining Room, accessible from Brannof Boulevard near the Town Square. Speak with Cohen; he'll reveal the missing weapons and enlist your aid. Crucially, speak to him twice. He'll provide two crucial leads.

Completing "The Lost Shipment" Quest

This quest involves two investigative paths. Remove any Town Guard gear before questioning anyone.

Captain Shirker on The Vincible

Find Captain Shirker on The Vincible (docked southeast in town). After a meal at The Delectable Dab (near the Town Square), he'll mention a man in a blue waistcoat.

Locate the Man in a Blue Waistcoat in the Town Square. He leads you to "The Illusion," a weapons dealer. To access the weapons, you must impersonate "Sam," requiring a monobrow.

Visit the hairdresser on Old Street West (8 Silver and 280 Copper for the monobrow).

The Hooked Hand

Investigate The Hooked Hand restaurant (near Eel Street). Question patrons until you're directed to The Frequently Fresh Fish Stall.

Find the stall past the Eel Street Bridge. The Fishmonger needs a Fetid Flounder (requires Level 25 Fishing) with a hidden note (use a Quill, Ink, and Paper from Lord Brannof's desk).

Place the note inside the fish, give it to the Fishmonger, and hide nearby.

Follow the Furtive Stranger to Monab Row, identify yourself as "Monobrow Sam" (remove Guard armor), defeat the thief (Level 30), and retrieve the Plumbatae. Return them to Brannof Hall to complete the quest.
