VNeID Application: Electronic Identification and Authentication

Overview

The VNeID application, developed by the National Population Data Center under the Ministry of Public Security of Vietnam, leverages population data to facilitate electronic identification and authentication. It is designed for individuals residing in or traveling through Vietnam.

The VNeID application serves as a digital substitute for traditional identification documents, enabling users to establish their identity in digital environments. It supports the development of digital citizenship, digital government, and digital society. Key utilities include:

• Facilitating medical and domestic travel declarations.
• Assisting authorities in tracing secondary COVID-19 infections and providing timely notifications to the public.

Access Permissions

By using the VNeID application, users grant access to the following functions:

1. Internet Access: To ensure seamless operation and data transmission.
2. Camera Access: To scan QR codes on Citizen ID (CCCD) cards, which streamlines the entry of basic citizen information and supports quick scanning for travel and medical declarations.
3. Media and File Access: To store QR code images for verification at citizen checkpoints.
4. Notification Permissions: To send alerts directly to the user's device.

Personal Information Collection

Users voluntarily provide personal information through the application, including:

• Full name
• Phone number
• Citizen identification
• Gender
• Year of birth
• Permanent address
• Nationality
• Health status
• Travel details (departure place, destination, vehicle number plate)
• Exposure to individuals with COVID-19

All personal data is collected with explicit user consent and entered into designated forms.

User Responsibility

Users are solely responsible for their actions and the accuracy of the information they input into the application.

Privacy and Copyright Protection

The National Population Data Center ensures the security and confidentiality of user data, which is used exclusively for COVID-19 prevention and control efforts. The data will not be used for commercial purposes or to infringe on personal privacy. It may be shared with health authorities and other relevant bodies to enhance disease prevention measures.

Additional Privacy Assurances

• No Location Tracking: The VNeID application does not collect location data.
• Anonymity: Users interact anonymously within the community. Only authorized entities can access information about those infected or at risk due to close contact with COVID-19 cases for tracing purposes.

Legal and Policy Compliance

The application adheres strictly to Vietnamese law and its privacy policy. It does not collect or use user information for any purposes other than those stated and will not disclose information that could harm users or violate their privacy.
