Available in Epic and Legendary rarities, the Rail Gun isn't sold by NPCs. Your best bet is to scour Chests and Floor Loot. The abundance of loot locations in Chapter 6 Season 1, such as Magic Mosses' loot caves and Nightshift Forest's hidden vaults, increases your chances.
Essentially, finding a Rail Gun is a matter of luck with Chest loot. However, given the plentiful supply of chests, your odds are reasonable.
