 Kiyoshi Kurotani is a 4-star Phantom Thief with the Saboteur role. His first active skill, Ring of Fire, deals Fire damage to one enemy equal to 26.2% of Kurotani's maximum HP and has a chance to inflict Burn. If the target is already Burning, he gains one Chosen One stack, changes the skill's target to all foes (with halved damage), and can still apply Burn.
